Demand for CBSE Unaided School to come under Center Control

Indira Rajan General Secratary of the CBSE School Managements Association of Kerla State have submitted a memorandum to the Minister of Human Resources Development Smriti Irani during a meeting held at the latter’s chamber highlighting the need for declaring the Central Government as the controller of unaided CBSE Schools.

The memorandum demands that the appropriate governing authority for the unaided CBSE schools in the state should be the Centre to remove all the hassles connected with the implementation of RTE Act.

While state boards prescribe their syllabi and method of education to suit the convenience of their locality, the CBSE is under the direct and effective control of the HRD Ministry with syllabus prescribed by the NCERT. As per Kerala Educational Rules, the authority to prescribe the syllabus for elementary education vests with the SCERT.

Indira pointed out that the state government, assuming the position of ‘appropriate government’ for unaided CBSE schools, has been expecting the schools to strictly adhere to their instructions under the Kerala Right to Education Rules 2011.

The memorandum states that if the state government is considered the appropriate governing body, there will be two types of syllabi in CBSE schools functioning in Kerala, the state government syllabus prepared for Classes from 1 to 8 (elementary education) and CBSE syllabus for Classes 9 to 12.(Secondary and Senior Secondary Classes).
