SICHREM A Bangalore Based NGO to Monitor Children’s Home on Kerala

Bangalore-based NGO South India cell for human rights education and monitoring (SICHREM) will monitor the functioning of children’s observation and rehabilitation homes set up under the Juvenile Justice Act in the state.
Department sources said the NGO, which would work in coordination with the local agencies, was expected to give an outsider’s perspective of the homes’ functioning. “It will also monitor the functioning of the juvenile justice boards (JJB) and the child welfare committees (CWC) in districts,” an official said.
SICHREM, which has been involved in about 400 fact-finding missions across the country, is the third NGO that will be studying the working of the observation homes. “Every year, a local NGO studies the scenario and submits reports and suggestions. The government has a lot of reports with it. Unfortunately, no action has been taken on the solutions suggested by experts,” said Sandhya Raju, director, human rights law network, Kerala.
